Build your career with the City of Moorhead! The City of Moorhead is accepting applications for Human Resources Assistant with the Human Resources Division of the Administration Department.
This skilled administrative support position performs basic work providing a variety of administrative duties; including assisting with employee activities, processing new hire paperwork and other recruitment tasks, responding to questions, preparing reports and documents, assisting with special projects and/or programs, preparing and maintaining personnel files and records, and related work as required.
Essential Functions:
The essential functions of the Human Resources Assistant include, but are not limited to the following major duties performed.
Duties are listed from most to least important.
Assists the HR/Recruitment Specialist with recruitment/staffing efforts, including advertising for vacant positions; processing and reviewing of applications; management of applicant tracking system; providing information to applicants; runs background checks.
Schedules interviews and corresponds with all applicants.
On-boards new employees, including both temp/seasonal and permanent staff, by processing paperwork, entering new employees into databases, and assigning trainings, as needed, in HR training software.
Provides customer service to internal and external customers; assists with answering general HR-related questions or refers to appropriate HR personnel; greets and assists public with general questions or directs to the appropriate personnel.
Maintains department data systems and runs reports as needed.
Maintains the departmental email account, responding to employee questions in a timely and professional manner.
Assists with workers' compensation, including entering injury reports, updating spreadsheets, tracking claim progression, ensuring completion of necessary paperwork and updating employee and management as needed; assists HR Generalist with OSHA annual reporting.
Assists with FMLA requests by tracking and completing necessary paperwork and updating employee and management as needed.
Sets up and communicates employee trainings; utilizes the City's training software to track training compliance and produces reports for use by Human Resources and other departments.
Completes termination paperwork; conducts exit interviews.
Assists with employee performance reviews including database updates, filing and tracking.
Creates and maintains personnel records and confidential files and performs file audits to ensure proper documentation; stores files per records retention schedule.
Manages wellness initiatives; assists with other Human Resources programs/intiatives, including employee service awards, safety, and annual open enrollment, as directed.
Prepares check requests and enters invoices into accounting system for payment.
Tracks and runs budget reports.
Provides employment verification data; responds to requests for salary and benefits data; assists with general data requests as directed.
Performs other duties as requested.
Attendance at off-site courses/trainings/seminars may be required.
REQUIREMENTS:
High school diploma or GED; Associates/Technical degree preferred Six months experience working in a personnel or human resource environment KNOWLEDGE, SKILLS, and ABILITIES:
The Human Resources Assistant requires general knowledge of regulations regarding the handling of employee records and files; general knowledge of State and Federal employment laws and regulations, general knowledge of human resource programs and policies; general knowledge of standard office practices, procedures, equipment and techniques; ability to prepare and maintain detailed and technical records; ability to research, collect, and organize data; ability to apply established policies, practices and procedures; skill in using office equipment and applicable software including Microsoft Office products; ability to communicate effectively, both orally or in writing, ability to establish and maintain effective working relationships with associates and the general public.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS:
The HR Assistant requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires walking and occasionally requires standing and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; ; work is generally in a moderately noisy location (e.
g.
business office, light traffic).
